Use the Khajuraho method to construct magic squares of order is multiple of 4 from 8x8 to infinity. See 8x8, 12x12, 16x16, 20x20, 24x24, 28x28 and 32x32
It is possible to use each 4x4 panmagic square to construct a 32x32 Franklin panmagic square.
See above how to construct the almost perfect 32x32 Franklin panmagic square (replace the digits 9 up to 16 of the 4x4 panmagic square by 1017 up to 1024 to create the first 4x4 sub-square and add each time 8 to the eight low numbers and -/- 8 to the eight high numbers to create the 63 other 4x4 sub-squares).
You must swap half of the numbers to get a perfect 32x32 Franklin panmagic square. Which numbers you must swap and how to swap the digits, depends on the place of the 1 and the 8 in the 4x4 panmagic square.

If the 1 and the 8 are in the same column, than you must swap half of the numbers of sub-square 1/9/17/25/33/41/49/57 with 8/16/24/32/40/48/56/64, 2/10/18/26/34/42/50/58 with 7/15/23/31/39/47/55/63, 3/11/19/27/35/43/51/60 with 6/14/22/30/38/46/54/62 and 4/12/20/28/36/44/52/60 with 5/13/21/29/37/45/53/61 (= horizontally).
If the 1 and the 8 are in the same row, than you must swap half of the numbers of sub-square 1/2/3/4/5/6/7/8 with 57/58/59/60/61/62/63, 9/10/11/12/13/14/15/16 with 49/50/51/52/53/54/55/56, 17/18/19/20/21/22/23/24 with 41/42/43/44/45/46/47/47 and 25/26/27/28/29/30/31/32 with 33/34/35/36/37/38/39/40 (= vertically).
